The first National
Coordination Meeting of Local Agenda 21 National Youth Parliament, which
was established on 19th of May 2004 with the participation of
297 delegates from 75 cities of Turkey, was realized in Malatya between
23rd and 25th of July 2004. To this meeting, 107
young representatives from 70 cities participated.
On 23rd of
July 2004, Friday evening, after the arrivals, the participants were
informed about the activities realized during the process between the
start of Local Agenda 21 Program and this first National Coordination
Meeting and about the situation. In addition, the program of meeting
was presented.
On 24th of
July, Saturday the morning session started in the meeting room of
Malatya Municipality.

After the inauguration,
Şeniz Ciritçi and Aslı Tan from the Department of Social Responsibility
of Microsoft Turkey informed the participants about the activities of
Microsoft in the field of social responsibility. And then, they
exchanged their ideas with the participants of local youth platforms
about the projects in partnership of Microsoft. At the end of this share
of information, together they decided to realize an education program
with the aim of capacity development of young delegates on computer
using.
After this session, new
participants were informed about the structure of the National Youth
Parliament.
The draft of working
plan prepared during the Facilitator Group meeting on 21st-23rd
of July 2004 was presented to the participants. According to opinions
and suggestions of delegates, some points of working plan changed
and delegates adopted the final working plan with the unanimity. (Annex 1)
The sessions continued
after the lunch given by Municipality of Malatya. Firstly,
delegates discussed on the structure of Facilitator Group. In this
session, membership of Facilitator Group (member and substitute) and
the conditions of losing membership were the discussed subjects during
this session. It is possible to find the details in the document titled
Facilitator Group. (Annex 2)
Furthermore, a
discussion session on the outputs of the workshop “Summit of Ankara” was
realized. This “Summit of Ankara” which is supposed to take place in the
3rd week of August aims at informing the public institutions
about the Local Agenda 21 National Youth Council and providing their
support.
At the end of this
session, it was decided that delegates in contact with the deputies of
their own city would try to communicate with them in order to accelerate
the process. In addition, these young delegates will inform regularly
deputies.
The outputs of the
workshop on the Summer School in September of 2004 were presented to
representatives of cities. Here are the criteria for the city in which
the Summer School will take place:

With a computer
laboratory
·
With a meeting
saloon
·
Having a good
working team
·
Suitable weather
conditions
The candidate cities
were Antakya, Bitlis Bolu, Çorum/İskilip, Konya and Trabzon. After
discussions, Trabzon was chosen as the place of Summer School.
Following the dinner,
participants visited the Fair of Apricot in Malatya. Then, two workshops
on following subjects took place.
1.
The draft text of rendezvous to be
written to the Prime Minister of Turkish Republic
2.
The list of people whom young
delegates will meet.
In the morning session
of 25th of July, Sunday, participants shared the outputs of
workshops. After suggestions, some changes were made in the documents.
Discussions on working plan continued. In order to have a common
language, a statutes adopted by a municipality council will be shown in
the website of Local Agenda 21
In the afternoon,
participants were informed on Youth Program of European Commission and
Euro-med Youth Action Program.
After the session ended
with a general evaluation, a sightseeing to Nemrut Mountain was
organized.
