Establishment of the Local Agenda 21 National Youth Parliament

PREPARATION MEETING TO THE 19TH MAY SUMMIT

23-24 April 2004, Tarsus

Between the dates, 23-24 April 2004, 110 youth participants from 63 provinces have gathered in Tarsus for the Preparation Meeting to the Local Agenda 21 National Youth Parliament Summit that is to take place on 19th May in Ankara, the capital of Turkey where the establishment of the Parliament would be declared. Within this preparation meeting, the participants formed the road map of the LA-21 National Youth Parliament.

The representation and participation

 

­         Though the basic representation has acknowledged to the cities, Local Agenda 21 partner provinces will own one representation as well.

­         Gender equality is a fundamental condition for the delegation system.

­         Attention will be paid to the representation of different institutions within provincial delegations that will be present in Ankara Summit.

­         The delegations coming from the youth councils in their cities will represent at least two different local organizations.

­         Support from the provincial governorships will be necessary for the representation of cities which does have a problem in being represented during the Ankara Summit.

­         A written document is needed from the organization that the youth participant will represent within the Summit; the document will state that the participant has the right to be the founding member of the Local Agenda 21 National Youth Parliament.

­         Youth NGOs, University Student Councils, Youth Wings of the Political Parties and the Associations for Turkish Students in foreign countries will be invited to the Summit and will have an observer status.

 

In the preparation meeting, youth participants have also formulated the Draft Youth Declaration and discussed the future structure of the Local Agenda 21 National Youth Parliament, which would be discussed in the Summit, to be presented at the Grand National Assembly of Turkey. The principles of the LA-21 Youth Parliament were identified as follows:

One Month Long Preparation Process to the Ankara Summit (April 24 – May 18)

 

Until the realization of the Local Agenda 21 National Youth Parliament Summit, the youth leaders from local youth platforms decided in Tarsus to take urgent actions for the announcement of this Summit in their local areas through several diverse campaigns at the local level.

 

During this one month process;

 

*      Use of local media has been an effective tool.

*      Various brochures and posters have been prepared and disseminated to high schools, colleges, universities, municipalities, provincial directorates of youth and sports, NGOs, community-based organizations.
