World Summit on Information Society will be
held in Geneva- Switzerland in December
10-12, 2003 and in Tunis- Tunisia in
November, 16-18 2005. Two Preparatory
Committee [PrepCom] meetings have been
already held in Geneva last July and
February. The third PrepCom will take place
in Geneva between September 15-26, 2003.
Youth Association for Habitat and Agenda 21,
Secretariat of Youth for Habitat
International Network is an active member of
the WSIS Youth Caucus. The Secretariat has
participated in the Pan-European Ministerial
Conference in Bucharest in November 2002, in
PrepCom II in Geneva in February 2003 and
lastly in Young Women Leaders in ICT
Workshop as speaker in Cairo in June 14-15
2003.

Cairo, Egypt, 14-15 June, 2003
Youth for Habitat International Network
Secretariat was invited to the Workshop
for Young Women Leaders in ICT as
speaker. Youth Association for Habitat and
Agenda 21 had two presentations and one
panel discussion during the two days
workshop. The first presentation was on the
activities and projects they have to empower
youth in ICT’s. The second one was for the
“stakeholder partnership” panel. Youth
Association for Habitat and Agenda 21 is
working in youth sector since 1997 and is
implementing youth development projects in
national level together with its national
and local partners. They by now have a great
experience in creating multi-stakeholder
partnerships in all levels. They have shared
this experience in that panel.

PrepCom II
Geneva- Switzerland , 17-28 February 2003
The
Second Meeting of the Preparatory Committee
for WSIS (PrepCom-2) gathered more than 1500
participants representing 146 Member States
and numerous international agencies, and
business and civil society entities. The
Conference concluded with two working
documents for a Draft Declaration and Action
Plan.
Youth for Habitat International Network
Secretariat was in Geneva for the PrepCom II
last February as an active member of the
WSIS Youth Caucus. From youth to local
authorities, from business to governmental
delegation every group represented at the
PrepCom II have been discussing on issues
such as the digital divide, security, local
content, local languages, human rights.

been organized to let representatives
express their and their organizations’

Youth Creating Digital Opportunities – YCDO
Global Knowledge Partnership,
Taking IT Global and International
Institute on Sustainable Development –
IISD have launched the Youth Creating
Digital Opportunities –
YCDO during the PrepCom II. This a
coalition of the three organizations that
brings youth ICT projects, programs,
contacts, agenda together in global level.
The free membership of the YCDO helps you to
learn about the youth empowerment on ICT
programs, get in touch with youth working in
the ICT projects from all over the world,
share your ideas and projects and use &
contribute to the source book.

Pan- European Ministerial Conference
Bucharest, Romania, 7-9 November 2002
The Pan-European Ministerial Conference in
Bucharest has focused on concrete issues of
relevance for the region, but has kept the
balance between regional specificity and the
global dimension.
The Conference in Bucharest aimed at
strengthening the relations of cooperation
between the participating states with a view
to adopting a common action plan in the
field of communications and information
technology.

It has been an opportunity for presenting
national strategies, achievements and
challenges that helped the participants to
have an accurate view of the stage in the
transition process to Information Society as
well as an opportunity to develop a platform
for dialogue that includes all major
stakeholders at European level –
Governments, civil society, private sector
and international agencies.
Organized with the support of the
International Telecommunication Union and
the United Nations Economic Commission for
Europe, the event in Bucharest comprised a
wide range of meetings, plenary sessions,
seminars, round tables and presentations
that offered the guests the opportunity to
rise pressing questions as regards current
and future tendencies in the domain.
Youth for Habitat International Network
Secretariat has joined the WSIS process at
the Pan European Ministerial Conference. The
Youth Association for Habitat and Agenda 21
have been invited to the Youth Panel where
the European youth caucus members have
presented their projects in empowering youth
in the ICT’s. A multi-stakeholder
partnership that Youth Association for
Habitat and Agenda 21 have created to
establish a Cisco Local Networking Academy
in the least developed region of Turkey was
presented at the Youth Panel. Thus the
Association has become an active member of
the Youth Caucus. The Caucus is coordinated
by

WSIS- World Summit on Information Society
The UN General Assembly adopted in 2001 a
resolution endorsing the organization of the
World Summit on the Information Society (WSIS),
to be convened under the patronage of the
United Nations Secretary-General, Kofi
Annan, with the International
Telecommunication Union taking the lead role
in its preparation along with interested UN
organizations and the host countries. The
first phase will be held in Geneva 10-12
December 2003 and the second phase in Tunis
in 2005. The Summit began as an initiative
of the 1998 ITU Plenipotentiary Conference
when it was recognized that the gap between
information "haves" and "have nots" was
increasing while at the same time
telecommunications were playing an
increasingly important role at the
political, economic, social and cultural
level.
The Summit will offer a unique opportunity
for the world community to discuss and give
shape to the Information Society by bringing
together governments, international
organizations, private sector and civil
society. In preparation for this Summit
regional conferences are organized to
develop specific proposals.
